The outcome of writing AXValue, or the reason it failed.
requested is the value Decision::AxScrollbar asked for and
read_back is what the bar reports afterwards. A bar that reads back a
different value than requested still counts as scrolled: the app may round
to its own page, and that note is added as a second warning. The step’s
own warnings are merged in, so a measurement that approximated or hit a
content fits document surfaces in the response alongside the AX-fallback
notes.
