Makes the runtime a Host drives. Called once per Host, and again on a resync, which is the one thing a diff against a lost node table cannot answer.

Shared across threads because launch runs on the Rust main thread and the Host is built on the Renderer’s UI thread, which is a different one under LoopMode::Renderer. The runtime it makes is not shared: it lives and dies on the UI thread.
