The band $[-z, z]$ (in units of $B$, returned as $2z$) of the complex envelope that
holds the fraction fraction of the power, lines included (Chiani and Elzanaty 2019,
Table I, $B_{99}$ for 0.99), from the spectrum on a grid of $B/(8M)$ up to
span $B$ on each side.
The $8M \cdot$ span points of the grid cost $O(M^{2}\,\mathrm{span})$ products
and $O(M\,\mathrm{span})$ Fresnel evaluations (0.13 s at SF 12 and a span of $0.6B$).
