Creates a redacted, source-free diagnostic bundle only at an explicit output path.

Existing files are never overwritten. On Unix, the file is created with owner-only permissions before any diagnostic data is serialized.

Errors

Returns ApplicationError when diagnostics cannot be collected, the destination already exists, time cannot be represented, or the bundle cannot be durably written.
