Computes conservative upstream or downstream impact from the current immutable graph.

The default delivery path uses persisted graph, freshness, community, test, and ownership data. Optional compatibility and local-provider enrichment are added by specialized callers before invoking the pure core engine.

Errors

Returns ApplicationError for missing snapshots, malformed persisted data, unknown targets, dangling graph relationships, or invalid analysis bounds.
