Function scan_word 

pub fn scan_word(root: &Path, word: &str, budget: Duration) -> WordHits

Finds every line of the project under root that holds word as a whole word.

Word characters are ASCII letters, digits, _, and $. The scan is case-sensitive and follows the same ignore rules as the indexer. Once budget is spent, the walk goes on to count files but reads none.
