julie leaves parent_symbol_id empty on a Rust method whose impl block is in another file
than its type, and names the type as impl_type_name in metadata_json. Links each such
method to the type with that name nearest to its file, so every query that reads the parent
sees the owner. Equally near types leave the method unlinked. julie’s ON DELETE SET NULL
clears a link when it rewrites the type’s file, and the next call links the method again.
