An HTTP client carrying the config’s TLS setup - custom roots and, where the config asks for it, the certificate-verification escape hatch.
Extracted from download so that everything the client sends over HTTPS
(downloads, and the bug report of CLOUDPUB-577) goes out over the same TLS
setup rather than each call site rebuilding its own.
