The process-wide base GetAtt attribute table: the bundled getatt_attributes
artifact parsed once and handed out by reference.
The schema store’s Ref/GetAtt return types and both rule engines’ GetAtt lookups read this one table, so a process holds a single copy however many validators and engines it constructs. Every consumer parses it at construction, never on the first template. A corrupt or empty embedded artifact surfaces as an error rather than a panic.
