A centralized catalog of rule-engine–visible metadata derived from the
final merged [CompiledSchemaStore] for only the resource types that
were touched by at least one overlay.
The catalog gives Rego and CEL engines overlay-aware data without coupling them to the schema-validator internals or paying the cost of deriving it on every validation call. It is built once when overlays are applied and carried into the engines by reference.
