The process-wide base schema-metadata catalog: the bundled artifact parsed once into the shared typed model and handed out by reference.
Parsing is lazy and fallible - schema-only construction never triggers it, a
caller that needs the catalog gets the same Arc every other default
caller shares, and a corrupt embedded artifact surfaces as an error rather
than a panic or a plausible-looking empty catalog.
