Compiles a raw CloudFormation resource provider schema into the compiled representation.

This transform is richer than the one that produced older committed compiled_schemas.json artifacts (full composition branches, property-level conditionals, multipleOf, draft-07 array-form dependencies), so regenerating the committed artifact changes what bundled schemas enforce. A regeneration must be validated against the full template corpus on both engines before it is committed.
