Function throw_value 

pub fn throw_value(val: Value) -> EvalError

The error (throw val) raises for an already-evaluated val.

Wraps non-error values in an ExceptionInfo so try/catch always sees a Value::Error and ex-message / ex-data work uniformly inside the handler.
