Module store 

Persist verified packages in ArtifactStore and re-verify from it.

Every file (and the manifest itself) is stored under its BLAKE3 hash. Nothing is stored before the package verifies.

Load a manifest from store by its artifact hash and verify it, reading every file from the store.
