Compose the canonical byte payload a node must sign as the
proof-of-possession for node.register.
Layout:
b"node.register\0" || pubkey || b"\0" || ts_le || b"\0" || label.
The label is included in the payload so a registration cannot be silently relabelled by anyone other than the keyholder. Empty label is accepted (and signs as a zero-length suffix).
