Module cognitive_tick 

Configurable cognitive tick loop – the heartbeat of the ECC cognitive substrate.

The CognitiveTick service drives the kernel’s cognitive processing cycle at a configurable interval, with optional adaptive adjustment based on measured compute timings and drift detection.

The run_democritus_loop function implements the DEMOCRITUS two-tier coherence cycle: O(1) EML prediction on every tick, falling back to exact O(k*m) Lanczos spectral analysis when drift exceeds a threshold.
