Module memory_bootstrap 

Memory bootstrap: index existing MEMORY.md into a vector store.

On first startup (or when the index file is missing), this module reads the workspace’s MEMORY.md, splits it into sections, embeds each section, and stores the results in an RvfStore for later semantic search.

This module is gated behind the rvf feature flag.
