CoW a page. No-op if already owned by this txn. In-place mode reuses page ID.

propagate_cow_up

Propagate CoW up through ancestors. Updates path in place so callers caching the path (e.g. LIL) reuse current PageIds after CoW — critical across SAVEPOINT boundaries where txn_id changes invalidate the cache.
