Parses a SAM-like CIGAR into (length, op) pairs for sidecar formatting.
This helper intentionally performs only lightweight syntax parsing and keeps operation semantics with the caller. It is used by Scan1/Scan2 sidecar writers, where pulling in CIRI-AS chain reconstruction would create an unnecessary dependency from the parity-sensitive scan stages.
