CLI implementation for ciri-merge shared BSJ catalog construction.
The command is intentionally narrower than the main ciri pipeline: it
consumes only completed first-pass .out files and writes a deterministic
BED6 shared circRNA catalog. It does not read .segments or original
BAM/SAM files, so the output can be used as the external --circ catalog
for a later sample-specific second pass.
