One JSON object. Money is a 6-decimal string. Minutes stay a JSON number when whole.

workflows lists only the rows --top keeps. When that limit omits workflows, outside_top holds their count, their net, and the same workflow objects, findings included. unattached_findings is only findings with no usage row. Every workflow object has steps, an array of {name, line} from the scanned file with the same .github/workflows/<file> name, in job order. A workflow with no scanned file has an empty steps array.
