Drop @ref and an owner/repo/ prefix so a run path matches a CSV workflow path.

@main and @refs/heads/feature/x both leave the workflow file. The prefix is removed only when exactly two segments sit in front of .github/workflows. Matching later is ASCII case-insensitive; this function keeps the workflow path’s own case.
