Decompress a block that was compressed with compress_block or
compress_block_with_codec.
Reads the codec tag from the header to deterministically select the decompression algorithm — no trial decompression needed.
For blocks compressed with a Zstd dictionary (CODEC_TAG_ZSTD_DICT),
use decompress_block_with_optional_dict instead.
§Errors
Returns an error if the data is malformed or decompression fails.
