Module unified 

Unified column encoding API with automatic encoder selection.

ColumnEncoder selects the best encoding for each column type and transparently falls back to PlainEncoder when the specialised encoder does not achieve at least 2× compression.

ColumnDecoder reads the EncodingType tag from an EncodedBlock and dispatches to the correct decoder.
