Manage domain_names with the default configuration and return a rustls
rustls::ServerConfig serving the cached certificates.
This does not assume an HTTP server is available, so HTTP-01 is
left enabled per the issuer defaults — disable it via ConfigOptions /
issuer settings when port 80 cannot be bound.
