Crate cerememory_evolution 

Cerememory evolution engine — self-tuning decay and recall parameters.

Accumulates statistics from decay ticks and recall operations, then applies rule-based adjustments to keep the system performing optimally. All adjustments are capped at ±50% of the default value.
