The cargo-libc entry point. args are the arguments after the program name;
Cargo passes libc first when run as cargo libc. Runs the command, or prints
the help, and returns the exit code.

Returns the message to print, for exit code 1, when the arguments are invalid or the command cannot be carried out. Failed checks are not errors: they return their exit code (2) after reporting.
