Decode opts.dar, lower its whole closure, and write a bindings crate
(Cargo.toml + src/lib.rs) into the output directory.
Refuses to overwrite an existing Cargo.toml / src/lib.rs that this tool
did not generate, unless Options::with_force is set — a wrong output
directory must not clobber a hand-written crate.
