Module: binaryen

Responsibility: own the published Binaryen release-tool authority, installation, and executable admission used by canonical release-Wasm builds. Does not own: Wasm transformation policy, build provenance shape, or release-set publication. Boundary: only the checksum-pinned official platform executable may reach the optimizer.
