Generic Part 21 record-graph parser.
The parser accepts only source deviations whose value remains unambiguous: the deviation must be recoverable without guessing, observed in a real producer, represented by its own diagnostic kind, and rejectable by strict decode policy. Ambiguous records and duplicate names remain parse errors.
