Chrome discovery + launch option args for chromiumoxide one-shot.

FORBIDDEN: dual spawn via Child/Command for Chrome production path. FORBIDDEN: BrowserFetcher embedded no MVP (system Chrome only). Launch ownership: oxide::launch_with_oxide → Browser::launch.
