The graded Stop decision (the default, unless BORG_STOP_GRADED=off; internal evaluation “whole-store”, “Graded follow-up”, not published) over the model’s graded applies, in its order (3 certain, 2 likely, 1 worth a thought). Returns what to ask in a block and what to hand over free:

  • block (an extra round) only when at least one lesson is graded 3; then ask every 3 and 2, and the 1s while the block has fewer than CAP lessons. 2s and 1s alone never block.
  • without a block, the 2s and then the 1s, at most CAP, go to the drone free as early context at its next prompt or touch (hook.rs queued).
