Runs the Python HWI-compatible CLI and returns its process exit status.

args includes the program name. With --stdin, whitespace-separated arguments are appended from input lines until an empty line or EOF. Responses are printed as untagged JSON to stdout, except version output. Help prints a -17 JSON error to stdout and help text to stderr. Usage errors print a -2 JSON error and usage text, and return status 2; help, version, successful operations, and runtime error responses return status 0.
