Decode an aligned typed numeric array into an owned Vec<T> with one bulk copy — the read counterpart that always works, regardless of how the input buffer is aligned. Mirrors crate::read_typed_slice but for the aligned wire layout (skipping the padding run).

Errors if input is not an aligned typed array, if the element class/width do not match T, or if the payload is truncated.
