Module coordination 

Pure evidence contracts for swarm coordination diagnosis.

This module deliberately does not inspect Agent Mail, read the filesystem, or mutate claims. Callers provide issue metadata and optional reservation evidence, then receive a deterministic classification that future CLI, MCP, scheduler, and audit surfaces can share.
