Create a default DecoderBuilder that also returns information about the decoded QR Code

It will use the following components:

  • prepare: BlockedMean
  • locate: LineScan
  • extract: QRExtractor
  • decode: QRDecoderWithInfo

The builder can then be customised before creating the Decoder
