Clause 14.2 requires a write whose ‘File Start Position’ exceeds the file size to extend the file to that size, and the position is a signed 32-bit INTEGER, so an unbounded implementation would zero-fill up to 2 GiB from one small request. Clause 18 uses FILE_FULL for reaching a File object’s configured capacity, distinct from exhausting storage space or memory.
