Intrinsic reporting — OUT_OF_RANGE event state machine.
Per ASHRAE 135-2020 Clause 13.3.6 (Table 13-7), the OUT_OF_RANGE algorithm monitors an analog present_value against HIGH_LIMIT and LOW_LIMIT with a DEADBAND to prevent oscillation at the boundary.
