Decode one BACnetRecipient at offset.

An address whose MAC is longer than BACnetAddress::MAX_MAC_LEN octets names no node this stack reaches, so it is a decode error, raised before the MAC is copied. That holds for a configured recipient (a Recipient_List destination or the Audit_Notification_Recipient, #1124) and for one a service carries or the stack reports (COV subscription lists, audit records, enrollment filters, #1156).
