Check that an application-tagged value starts at offset and is structurally well formed, returning the offset just past it.

Unlike decode_application_value this accepts a CharacterString in any character set defined by Clause 20.2.9 (including DBCS and JIS X 0208, which decode_application_value rejects) and does not build a PropertyValue. Errors carry absolute offsets into data.
