Decode one framed BACnetEventParameter CHOICE alternative at offset.

Returns the value and the offset past its encoding. Unmodeled (but valid) alternatives are preserved as BACnetEventParameter::Opaque; the omitted/deprecated/reserved tags 6, 7, 12, 19 are rejected.
