Decode one BACnetAuthenticationFactor SEQUENCE at offset.

The three members must appear in order. A missing or out-of-order member, a truncated one, or a format type or class wider than 32 bits fails with Error::Decoding or Error::BufferTooShort; an empty value is accepted.
