Bind an explicit org scope onto an already-open transaction/connection, transaction-locally.

The transaction twin of with_org_request_scope, for hand-written write services and jobs that manage their own transaction (mirrors bind_company_on). Binds all three session variables, app.acting_unit_id included, so an insert inside the transaction can rely on the acting-unit DEFAULT.
