The deviation of profile_rings(profile, chord_error, tolerance) from the exact profile (#232).

The rings are rebuilt here, deterministically, and three things are read off them:

• each curved segment’s family: one axiolid_reference::curve::flatten2 certifies (axiolid_reference::bound::certifies_flattening2) is within chord_error of its chords; any other is Unbounded;
• the points merged as coincident (within the linear tolerance of the point kept): a merged point moves the ring by at most its distance to the kept one, which is added;
• a derived profile’s transform, whose largest stretch scales the basis’s bound.
