pub fn local_irq_save_and_disable() -> LocalIrqState

Saves the raw local-interrupt state and disables local interrupts.

This operation does not enter the scheduler’s nested IRQ-guard owner scope. Synchronization guards need that narrower capability so an IRQ return can still own and consume its explicit preemption depth.
