Commits one local interrupt wait after the scheduler publishes polling.

The implementation must disable local interrupts, call finish_current_cpu_idle_polling, and immediately recheck sticky task work and physical clockevent state before stopping the periodic tick or sleeping. It may use the architecture’s atomic IRQ-enable-and-wait primitive only when all sources remain idle. Task deadlines stay armed while the scheduler tick is stopped. Work published before polling was cleared is observed by the final recheck; work published afterwards owns a physical interrupt edge. The tick must restart before runnable work can leave the idle loop, but may remain stopped across non-scheduling IRQs.
