Prepares one owner CPU’s runtime facilities for scheduler publication.
The caller holds local IRQ exclusion and has validated that the CPU is currently offline. The implementation must prepare every CPU-local wake source needed by the scheduler, including its physical clockevent, before returning success. It must not allocate, block, invoke callbacks, or re-enter ax-task. Failure must leave the runtime offline and retryable.
