Executes one bounded membarrier action synchronously on cpu.

Providers must not return success until the target callback completes. The remote callback runs in hard-IRQ context and may only execute the selected full barrier or the ax-task rq refresh entry; it must not allocate, sleep, or invoke arbitrary OS callbacks.
