STALE_ACTIVE_DAYS: Active tasks idle this many days need attention.
STALE_TODO_DAYS: Todo tasks idle this many days are due for review. Backlog is parked work, so idle backlog is expected and never stale.

triage_reason: Returns why a visible, non-epic task needs a triage decision, if it does.
triage_review_current: Whether a triage review mark still covers a stale task: keeping a task quiets it for one more stale window of its status. Inbox tasks always need a destination, so marks never hide them.
