Validate a numeric value against a comparison.
op is one of: “==”, “!=”, “>”, “>=”, “<”, “<=”
An EDIFACT number is an optional sign, digits and at most one decimal mark
(. or ,, which the UNA may set). Anything else is no possible value and
fails (O5D2DXBG1A is not “> 0”); only an empty value is Unknown.
Example: validate_numeric(value, ">=", 0.0) for “Wert >= 0”
Example: validate_numeric(value, "==", 1.0) for “Wert = 1”
